This study from the Texas DOT or TxDOT seeks to challenge the idea that the gas tax pays the entire cost of roads. The methodology they employ is pretty interesting. They take the estimated amount of gas used on a road, then they establish how much tax revenue would be gleaned from that much gas. This figure is then compared to how the road will cost over its entire life cycle, including upfront construction as well as annual maintenance.
As one might imagine, the TxDOT found that these two numbers were seldom even close, with gas taxes seldom paying even half of the total cost.
