Five well-heeled South Jersey communities continue to fight a state plan to create nearly 4,000 affordable housing units in the next nine years.In July, Gov. Jon S. Corzine signed an amendment to the Fair Housing Act that would end RCAs, or payments from suburban towns for home improvements in lower-income communities, and finance low-income housing with a 2.5 percent fee on new commercial development.
