This city-scale plan encompasses an area nearly four miles long and one mile wide, and seeks to expand the downtown’s position in the region by increasing its development capacity for urbane living and working. The plan reposition the 150 acres of post-industrial lands along the downtown fringes for new economic opportunities and growth. It also plans to capitalize on the planned relocation of the intercity interstate, tying the newly-available land to the urban fabric. A major goal is to improve the city’s image and civic identity by extending its historic pattern of walkable streets and parks to bordering areas and the waterfront. The plan, which reconciles previous planning studies, has been endorsed by the Mayor and awaits City Council adoption this year.
