These developments used unexercised development rights or "air rights" above underutilized parcels to create much needed urban housing, accessory parking, and a replacement of the original use – parking spaces in one case and a supermarket in another. By skillfully employing a design development model that creates incentives for owners to intensify the use of their property, the architect helps to reintegrate parcels that had been eyesores into their urban neighborhoods.
