Revitalization of Midland
Location: Midland, AU. Western Australia
Context Midland (population about 50,000) is located 16km from the CBD of Perth, the capital of Western Australia. Midland flourished until the 70's, serving Perth's eastern hinterland and capitalising on its position at the confluence of major road and rail routes eastward. Then inter-related problems caused Midland to decline. Midland's industrial economy collapsed with the closure in 1994 of its very large railway workshops. Post-war planning further contributed to its demise. Project Description In 1997 the Shire of Swan and others hired ESD to lead the Midland Revitalisation Charrette, quickly approving it and commencing implementation. The Midland Redevelopment Authority (MRA) was formed (www.mra.wa.gov.au), and many of the Charrette recommendations have been implemented. The Planning Group (TPG) of Perth has been lead implementation consultant for the MRA. Recent Progress A major state police facility has been constructed within the grounds of the railway workshops, and now a major hospital is coming. Decontamination and new utilities are largely completed at the heritage workshops, and new medium density dwellings and business are occupied in the city centre, with more to come. The MRA and the City of Swan have now commissioned ESD to lead another major Enquiry by Design initiative, in collaboration with TPG and others, for Midland's second 'great leap forward'.
