Over the past several years, the federal HOPE VI program has been the principle source of funding for the development of mixed-income neighborhoods. But with Hope VI facing reductions and possible elimination, developers, planners, and designers must now address the challenges of creating and financing these communities. This session explores the critical interface between finance and design, including debt and equity structures; uses of subsidies and taxadvantaged finance; the realistic determination of market potential; and phasing that meets both financial and market objectives.
